Both your sentences are correct, however, each means slightly different:

あした東京へおまつりにいきます
Tomorrow, I go to Tokyo for a festival.
= I go to Tokyo, and the reason is a festival held there in Tokyo.

* Tokyo is the destination and the reason to go there is a festival.

Tomorrow, I go to a festival in Tokyo.
= I go to a festival held in Tokyo.

* 東京のおまつり 'festival in Tokyo' is a noun phrase, indicating the destination.
